Dr. Carol Dyck
Huron University CollegeHost Craig Martin speaks with Carol Dyck of Huron Univ. about her Canadian Yearbook of International Law article, “Arctic Governance in the Face of Climate Change: A Case for Inclusive Regionalism.” They examine the Arctic Council’s distinctive role as a soft-law forum, and the strain imposed by both consequences of climate change and Russia’s invasion of Ukraine; the Central Arctic Ocean Fisheries Agreement as a model of widening participation; and China’s and India’s challenge that the Arctic Ocean is a global commons. Dyck also explains how the new BBNJ Agreement changes the picture, why an Arctic treaty is unlikely, and what the governance lessons from the region offer for the governance of other global risks.
About the podcast · À propos
The Portage: Conversations on International Law is the podcast of the Canadian Yearbook of International Law, featuring discussions with scholars and practitioners about their work and about pressing questions in both public and private international law.
The portage evokes one of Canada’s oldest images: voyageurs carrying canoe and cargo from one waterway to the next, along routes that would later become an international border. Early treaties between Britain and the United States guaranteed the right of portage, keeping those crossings open to both sides, and to the Indigenous peoples who had travelled them long before. In that spirit, The Portage carries ideas about international law across waters and borders, between languages and legal traditions, and from the sources to our listeners.
